- Place the beef strips in a resealable plastic bag or a shallow dish and pour the marinade over them. Seal the bag or cover the dish and refrigerate for 1-2 hours, allowing the flavors to meld.
- Heat a large skillet or frying pan over high heat. Add a bit of oil if necessary.Remove the marinated beef from the bag or dish, letting any excess marinade drip off.
- Quickly sear the beef strips in the hot pan for about 2-3 minutes until they are browned on the outside but still slightly pink on the inside. Remove the beef from the pan and set it aside.
- In the same pan, add more oil if needed, and reduce the heat to medium.Add the finely chopped onion, minced garlic, and chopped red chili pepper. Sauté for about 2-3 minutes until the onion becomes translucent and fragrant.
- Stir in the chopped green bell pepper and continue to sauté for another 2 minutes.Add the tomato paste to the pan and cook for an additional 2 minutes, stirring continuously to combine it with the other ingredients.
- Pour in the beef or chicken broth and white wine (if using). Bring the mixture to a simmer and let it cook for about 5 minutes to reduce and thicken slightly.
- Lower the heat and add the cream, lemon juice, salt, and black pepper. Stir well and cook for an additional 2-3 minutes until the sauce thickens and the flavors meld together.
- Return the seared beef strips to the pan with the sauce. Stir to coat the beef evenly with the sauce.Let the beef simmer in the sauce for an additional 2-3 minutes to heat through.
