Rub the spice mixture all over the beef, ensuring that it's evenly coated. You can use your hands to massage the spices into the meat for better flavor penetration. Place the spiced beef in a large, resealable plastic bag.
Seal the bag, removing as much air as possible. Place the bag of beef in the refrigerator and let it marinate for at least 24 hours or up to 48 hours. The longer it marinates, the stronger the flavors will be.
After the marinating time has passed, remove the beef from the refrigerator and rinse off the excess salt and spices under cold water. Pat the beef dry with paper towels.
Fill a large pot with water and bring it to a boil. Add the beef to the boiling water and reduce the heat to low. Let the beef simmer gently for about 2-3 hours or until it becomes tender.
